Updates from JUSAG
Leadership of JUSAG met Management on 4th September 2018 to discuss the subjects below and the resolutions herein reached.
- Decoupling of Judiciary and Judicial Service
There has not been an official letter from Parliament to decouple the Judiciary from the Judicial Service, particularly on presentation of budgets. The meeting resolved that Management maintains the present presentation of Budget and to hold itself in writing against a decoupling.
- Proposal for an increment of the IGF to 100%
At our 6th Triennial Conference, Conference decided to request Government to increase our Internal Generated Fund from the present 30% to 80%. The meeting, however, resolved to submit a proposal for a 100% retention of the IGF.
- Promotions 2018
It was brought to our attention that some Units/Registry heads have not submitted the recent appraisal forms. In effect, delaying the processes for the 2018 promotional exercise. JUSAG pledged to reach out to all Units/Registry heads to furnish Management with the appraisals for 2018 promotional exercise to commence.
- Decentralization of Interviews/Disciplinary Committee
The meeting resolved that to have promotional and upgrading interviews decentralized in the regional capitals.
On disciplinary hearings, Management agrees that some of the issues shall be held at the regional levels.
- Upgrading Letters with absolute figures of allowances
It has been resolved that that the recent stating of absolute figures of allowances on the upgrading letters are contrary to the tenets of our conditions of service. The letters are to stated the entitled allowances as shall be determined from time to time.
- Transfer Grants
The meeting resolved that Staff are entitled to 3months transfer grants and not 1month. Finance Department to attend to.
- Imprest System
It was made known that circuit and district courts outside the regional capitals are given accountable imprest. We advocated for consideration that High Courts which are outside the regional capitals be given imprest as well. Also courts which are within the regional capital but are distant from the regional capital administration shall also be considered.
Other matters other than the above meeting:
- Vetting of Salaries
As may be recalled, regional executives have been tasked to vet all payslips regarding the basic salary and the corresponding allowances. We entreat members to contact the respective regional executives to check for any discrepancies and to refer them for redress.
- Rent Allowances and related salary issues
This is to reassure members that the inclusion of our rent allowances to the basic salary and reviews for the fuel and other allowances is been attended to and same shall enjoyed in January 2019, as communicated earlier. In the meantime, JUSAG wl meet the subcommittee of Judicial Council to look at the figures and also at the taxes to advise members on how best, if any, to benefit from the expected increases. This should remind members that a good opportunity to avoid so much tax is to take advantage of the Tier 3 pension scheme.
- Tier 3 Pension Scheme
It would be recalled that the Conference resolved for the implementation of the Tier 3 pension scheme. JUSAG shall sensitize members and on roll out the processes soon.
Alternatively, members who have not completed the Tier 2 Pension Forms are entreated to do so.
